From my experience, the Gomu Gomu no Mi fruit is pretty rare, so keep grinding those quests and enemies! Eventually, you'll get it and Gear 3 will be unlocked when you level up!
You gotta find the Gomu Gomu no Mi fruit in-game. After that, train it up and Gear 3 will be yours!
