Patience is key. Wait for a Ghoul Purge on the Plains of Eidolon and farm those ghastly ghouls for parts!
Easy. Beat up some Ghouls in Plains of Eidolon when the Ghoul Purge is active, and you'll get it.
Check out Nightwave offerings! Sometimes the Ghoulsaw blueprint appears there. If not, farming Ghoul Rictus during Ghoul Purge is your best bet.
Got mine from Nightwave! Keep an eye out there, as they like to toss rare items in occasionally.
