You can get Goku in All Star Tower Defense by summoning him from the Gold Summon banner using Gems. I got him on my first try—totally worth it for the nostalgia!

Just head to the Gold Summon, use your Gems, and hope for some luck to get Goku. He’s pretty common, so you shouldn’t have too much trouble!
Just save up your Gems and try your luck in the banner. He's not that hard to get. Good luck!
You can also try timing your summons with the featured character rotations. Goku pops up fairly often, so keep an eye out for him!
