To get the Gun Merchant, aka the Arms Dealer, to show up in Terraria, you need to fulfill a very specific requirement: hold a gun or bullets in your inventory. It can be any firearm, even something as simple as a Flare Gun. Once you've got that, make sure you've also got a suitable house for the Arms Dealer to move into. He's picky about his living arrangements, so a fully enclosed room with a door, a table, a chair, and lighting will do the trick. Wait a bit, and he should show up if all conditions are met!

All these complicated methods and I just accidentally found a gun while digging. The Arms Dealer showed up right after. Really, just find any gun or bullets.

Actually, you just need bullets, not a gun. Found some in a chest and the Arms Dealer decided to visit my humble abode. So, if you're short on guns, bullets work too.
