Just get the badge called 'The Hallow Jack' which you can only earn during Halloween events in the game. Gotta wait for October!
From my experience, you need to participate in the special Halloween event. Complete the challenges they set out during the event and you'll unlock it. I got mine last Halloween, and it's totally worth it!
