Honestly, I just farm the Dungeon. The sheer number of enemies there means more drops. Last Halloween, I got like 50 Goodie Bags in a couple of hours. It's a grind, but totally worth it for the costumes and items.
Just set your PC or console date to October. Halloween mode activates, and mobs start dropping Goodie Bags. EZ.
