Just sweet talk him in Goodneighbor by being the wasteland hero in 'The Silver Shroud' quest. Hancock loves a good deed (or at least his version of it).

To get Hancock as a companion, head over to Goodneighbor and complete the quest 'The Silver Shroud.' Once you finish this quest, have a chat with Hancock, and if you've made choices he respects during the quest, he'll offer to join you. Basically, just show him you're not afraid to take a stand, and he's all yours.

Honestly, just be a decent human being in Goodneighbor and Hancock will practically throw himself at you. Worked for me, at least!
