To get Harrow parts, you'll need to farm different missions. His Chassis drops from Defection on rotation C, his Neuroptics are a reward from Kuva Fortress Spy missions, and you can get his Systems from completing the Chains of Harrow quest.
Just do the Chains of Harrow quest. Did it last week, got the blueprint, Systems from rotation C Defection, Chassis from Kuva Fortress Spy. Easy peasy.
Forget the grind, just buy him with Platinum if you're in a hurry!
