I've got a PS5, and I can confirm the HSW upgrades are only available on the next-gen console for GTA Online. Sadly, PS4 players are out of luck.

Unfortunately, the HSW (Hao's Special Works) upgrades are exclusive to the PS5 version of GTA Online. Time to consider that next-gen upgrade!
