Ice Golems only show their frosty faces during a Blizzard in the Ice Biome. So, you gotta wait for some snowy weather before these chilly chaps decide to make an appearance. Make sure you're in the Hardmode though; these cool customers don't bother with easy mode. And remember, patience is key because Blizzard doesn't just happen on command. Set up a cozy camp, maybe build a snowman, and keep those fingers crossed for a storm!

All you really need to do is hang out in the Ice Biome during a Hardmode Blizzard. Ice Golems are shy, they only come out to play when the snow's flying sideways. So, just chill (pun intended) and wait for the storm.
