First, upload your image to Roblox as a decal. Then, navigate to 'Create' -> 'Decals', find your image, click on it and copy the numbers from the URL. That's your ID!

I upload my images to Roblox, head to 'Create', click on 'Decals', select my image, and grab the ID from the link. It always works for me!
