I was stuck for ages trying to find it, but once I did the 'Missing Wire Scavengers' mission, it took me straight there. It's actually a really cool area with lots of loot.
You can't get into The Ark by just wandering around. Complete the 'Missing Wire Scavengers' side mission to gain access.
To get into 'The Ark' in The Division 2, you need to complete the side mission called 'Missing Wire Scavengers'. The mission will guide you to the entrance!
