Complete the Neutral Route first, then reload your save. Befriend Undyne and Alphys, then go back to Alphys's lab to unlock True Lab.
Dude, just finish Neutral and then follow through with the pacifist stuff! It鈥檚 not rocket science. True Lab will open up in Alphys's lab after you do.
To access True Lab, you gotta be on the Pacifist Route. After sparing all the main bosses and befriending Papyrus, Undyne, and Alphys, you'll receive a phone call inviting you back to Alphys's lab. From there, you can enter True Lab!
