You'll need the purple tablets! Find one in the Degasi Seabase on the Floating Island or in the Jellyshroom Cave. Use it to unlock the facility.

As soon as you have the purple tablet, head to the QEP (Quarantine Enforcement Platform); the entrance is there!

You just need the purple tablets. Found mine near Lifepod 17. After that, head to the Quarantine Enforcement Platform to gain access.
