Honestly, just find the quest. Everything in Fallout 4 is quest-locked or needs some kind of puzzle solving. The armory is no exception.
The terminal password is your golden ticket! It's in the barracks. With that, the armory doors are as good as open. Found some sweet gear in there myself.
Super easy, barely an inconvenience! The National Guard Armory in Fallout 4 is locked tight, but getting in is part of the quest 'The Lost Patrol.' First, head to the National Guard Training Yard, then fight or sneak your way to the barracks' basement. Inside, you'll find a terminal that unlocks the armory door. Don’t forget to grab the password from the commander’s corpse inside the barracks. Happy looting!
