To soar the skies of the Commonwealth with a jetpack, you'll need to delve into the wonders of Power Armor. First off, work your way up to at least level 41 to snag the Armorer Rank 4 and Science Rank 4 perks. Once you've got those, mosey on over to a Power Armor station and modify a T-45, T-51, T-60, or X-01 Power Armor torso to add the Jet Pack mod. Remember, crafting this bad boy eats up quite a bit of resources, so make sure you've been hoarding aluminum, asbestos, nuclear material, and the like.

Just level up and grab those Armorer and Science perks. Then slap that jetpack on your Power Armor. Easy peasy!
