Just find a Shadow Key in the Dungeon. It opens all the chests in Hell.

Honestly, just keep the Shadow Key on you at all times down there. Once you have it, Hell's chests are easy pickings. Found mine after a few tries in the Dungeon, definitely worth the effort for the loot you get!
