Take the supercharge ramps and jump at the right time. Practice makes perfect!
You have to use multiple supercharge ramps to actually reach the last dragon. Start by charging from the ramp near the beginning, then jump to the island with another ramp, and finally hit the last ramp to reach the platform. It's tricky, but you'll get it!
Honestly, just use a walkthrough if you're stuck. Tree Tops is infamous for a reason!
