Earn enough Influence with a character until they become a Hero. Once they're a Hero, promote them to Leader through the community tab!

Just play the game and complete tasks with a specific survivor until they reach Hero status. Then you can promote them to Leader!
To get a leader, you gotta rank up a survivor to the 'Hero' level by doing missions and helping the community. Then, just pick 'em as your leader in the community screen!
Takes some work but worth it: complete lots of missions with your chosen survivor, get them to Hero status, and then make them Leader. Easy peasy!
Simple answer? Make a survivor a Hero and then promote them. Done and done.
