To get Light V2 in Blox Fruits, you need to evolve the Light Fruit by using a special item called a Raid Orb. You can get the Raid Orb from completing the Raid or buying it with fragments. Happy hunting!

Basically, get yourself a Light Fruit and then participate in Raids to earn Fragments. Use those Fragments to upgrade your Light Fruit to Light V2.

From experience, once you get the Light Fruit, join some Raids, gather those Fragments, and then evolve it. Took me forever, but the power-up is insane!
