Easy peasy! First, make sure you're in Los Santos 'cause that's where the magic happens. Look for the mission called 'Cesar Vialpando' - it's pretty early in the game. Complete it, and voila, you're introduced to the wonderful world of lowriders. After that, you can buy and customize lowriders at Loco Low Co. garage in Willowfield. Ride in style, my friend!
