You gotta evolve a Cosmoem! First, catch a Cosmog during a special event, then evolve it to Cosmoem with 25 Cosmog Candies. Finally, evolve Cosmoem into Lunala using 100 Cosmog Candies, but make sure it's nighttime in-game!
I've evolved my Cosmoem into Lunala by making sure I had enough Cosmog Candies and evolving it at night. Bam, Lunala in my Pokédex!
Honestly, your best bet is through evolving Cosmoem, but keep an eye out for event announcements, Niantic loves to surprise us!
