First, make sure both Sims have a high romantic relationship by doing romantic interactions. Then, buy the “Two and a Half Sims” quest from the quest menu. Complete this quest to unlock the ability to get married. Finally, propose using the 'Propose Marriage' interaction, and complete the wedding event!

You gotta level up that romantic relationship first. Do lots of romantic interactions until you see the option to 'Propose Marriage'. Finish off strong with a wedding!
