First things first, make sure your Sims are at least level 7. Then build the park to unlock the 'Romance Island' quest. Complete that quest, and boom, your Sims can get married on the beautiful Tropical Island!

From personal experience, remember to build the Sunset Mall and complete the 'Sunset Mall' quest to unlock the wedding outfits. Then just follow the Romance Quest to the altar!

Just keep leveling up your relationship until it becomes Partners. Then propose using the Tropical Island as a venue. Lovely setting, easy process!
