You need to unlock the Sunset Mall if you haven't already. Go to the Hair Salon and select Mean Curls from the options. Done and done!
Oh, it's all about that Salon! First, build the Sunset Mall if you haven’t already. Then, head to the Hair Salon inside. You’ll find 'Mean Curls' in the list of hairstyles. Boom! Your Sim is now rocking some sassy curls!
Personally, I spent way too long figuring this out. Go to the Sunset Mall’s Hair Salon and it should be available. Styling time!
