You need to go to Hazy Maze Cave. Find the door leading to the underground lake, then ride Dorrie to the island where you can enter the Metal Cap course. Easy peasy!

In Hazy Maze Cave, there's a door that leads to an elevator. Take it, then jump into the pool with Dorrie. Swim to the island and enter the green block to activate the Metal Cap switch.

Just jump into the Hazy Maze Cave painting in the basement and head to the underground lake area. Ride Dorrie to the island and you'll find the entrance to the Metal Cap course. Boom, done!
