I got Mink V3 by grinding for the flowers and fragments. Bit of a grind, but totally worth the speed boost!
Mink V3 is just about running quests and having fragments. Easy peasy.
First, unlock Mink V2! Then, find three flowers for the Alchemist: red (obtained from NPCs), blue (spawns around the island at night), and yellow (from any NPC kill). After that, talk to Arowe with 2,000 fragments.
