To get the Miramar map in PUBG Mobile, just go to the main menu, tap on the map selection button, and choose Miramar. It should auto-download if you haven't already got it.

Just head to the 'Match Mode' screen and select Miramar from the map options. The game will handle the rest!

Miramar was already installed for me when I downloaded the game. Just look for it in the map selection!
