Progress through the game until you reach the Campus settlement. Talk to Henry Hayes there, and you'll get the Missing Curators side mission.
I had to do a bunch of main missions first, then the Missing Curators side mission popped up after talking to Henry Hayes at the Campus settlement.
Just get to the Campus settlement and speak to Henry Hayes. That's it.
