Simple! Just run Void missions and Orokin Derelict missions to farm Prime parts. You can then trade them for Platinum and buy mods from other players.
Join a clan! Many veteran players have a surplus of mods and are often willing to help newer Tenno out.
Platinum is your best friend. You can trade it for mods in the trade chat. Otherwise, go grind for them in the Void.
Honestly, just play the game. Mods drop everywhere. If you're looking for specific ones, try checking out a drop table online.
