The Steam Wallet is designed to be used on the Steam platform for purchasing games, DLC, and other content. However, you can always spend your Steam balance on gifts for friends or trade items on the Steam Market to eventually monetize in a roundabout way.

Direct withdrawal? Nope, Steam's got that locked down. Best you can do is buy and sell on the Steam Community Market. You might not get cash, but you can trade for valuable items or gift games to friends.
To be clear, turning Steam Wallet funds into cold hard cash directly is a no-go. However, savvy traders use the marketplace to buy low and sell high, turning their Steam Wallet balance into tradeable items that can be sold for real money on other platforms. It's not straightforward, but where there's a will, there's a way.
You can't directly, but buy games as gifts or trade items on the market. It's how I manage my excess Steam funds.
