Use your in-game Currency to get characters from the TP Medal shop. They rotate often, so check back regularly!
Don't sleep on Parallel Quests! Completing these side missions can unlock even more characters for you to use.
Honestly, just get the DLCs. Most of the cooler characters come from there anyway.
