From my personal experience, doing every quest you can is key. I completed the 'Teen Life' quest and unlocked tons of new clothing options for my Sims!
Keep an eye on special events and quests. They often reward you with exclusive clothing items that aren't available in the regular store.
TBH, just spend a few Lifestyle Points. It's the fastest way to get that new wardrobe!
