Break down unwanted gear and weapons. Dismantling items often gives you useful electronics and other crafting materials. Pretty nifty, huh?
Hit up the Control Points and complete the side missions. They usually have a good amount of loot, including electronics.
Just upgrade your Crafting Bench in the White House. It unlocks higher-level blueprints and gives you more electronics when you dismantle stuff!
