Keep your graphics card drivers updated and make sure there aren't any unnecessary background applications running while you're playing. Also, try playing in fullscreen mode.
If you're on a PC, overclocking your CPU and GPU can give you a nice FPS boost – just be careful not to overdo it!
Honestly, the simplest solution is to upgrade your hardware. Better CPU, GPU, and more RAM = more FPS.
