How to get more mole rat attacks in Fallout Shelter
Wanna invite more mole rats to your party? Easy, just keep your vault dirt floors unoccupied and ensure there's at least one room touching the dirt without any rooms above it. Mole rats love to crash parties where there's direct dirt access. Also, try to expand your vault by building more rooms, especially those that touch the edges of the screen, but don't rush to fill them up. The less occupied a room is, the more likely you are to get a visit from our underground friends!

Honestly, why would you want more of those? But hey, if you enjoy the chaos, just keep expanding your vault towards the edges of your screen. Mole rats seem to love a vast, sparsely populated vault.
More mole rat attacks? Easy, just neglect your vault a bit. They love a bit of neglect. Make sure some rooms are touching dirt with no rooms above them, and you'll get your wish. But why you'd want that is beyond me!
Just extend your vault to the edges and leave some rooms empty or half empty. Mole rats can't resist an easy target. Less effort, more fun for them, I guess?
