Just build it and they will come... or more accurately, build it, turn on a radio beacon, and THEN they will come. But seriously, focus on making your settlements appealing. More resources and better defenses can encourage more settlers to join. Plus, traveling to other settlements and helping out there can also persuade folks to move to your place.
Max settlers you can get is related to your charisma level. So, pop on your most charming gear, use some temporary boosts, and watch as your maximum settler capacity increases. Higher Charisma = more friends!
