To get more shops in Animal Crossing: New Horizons, you gotta work a bit! First, upgrade your Resident Services from a tent to a building. This unlocks the ability to add the Nook's Cranny shop. Next, keep buying and selling stuff at Nook's Cranny. Timmy and Tommy will eventually suggest an upgrade. As for other shops, like the Able Sisters for clothes, you need to befriend Mable when she visits your island's plaza. She'll show up randomly after you've upgraded Resident Services.
