Easiest way? Just recruit 'em from the Armory on the Avenger. You can also rescue soldiers during certain missions, like Protect the Device and Rescue VIP. Keep an eye out for those opportunities!

You can get more soldiers by recruiting them through the Armory, rescuing VIPs during missions, or even by scanning for Resistance HQ. Happy hunting!
