Hot take, but honestly, just use the Jetpack cheat to fly over water and drop into it from high up, keeps things fun and you still get to improve that swim skill without the monotony.

If you're aiming to max out CJ's swimming skills quickly, find a spot in the water where you can swim in circles or figure eights without having to stop and turn around too much. This way, you can just tape down your forward key or stick and leave CJ to level up while you grab a snack.

Easiest way? Just keep swimming! Seriously, dive into any body of water you find and start paddling. The more CJ swims, the better his stamina and swimming skills get. You'll notice he can swim faster and hold his breath longer. Also, don't forget to dive underwater since that builds lung capacity, which is super helpful for those underwater missions.
