You can't exceed 34 Sims without mods or hacks. The game limits you to 34 Sims for balance and performance reasons.

Trust me, I've tried everything short of black magic – 34 Sims is the cap in Sims FreePlay. You could write to EA and cross your fingers for an update!

It sucks, but the max number of Sims in FreePlay is set to 34. You could try creating multiple towns if you REALLY need more Sims.

Honestly, if you NEED more than 34 Sims, consider playing The Sims 4 on PC. It's a lot more flexible with population limits!
