I've found some good themes in the Xbox Live Marketplace. Go to the 'Games' tab, then choose 'Add-Ons & Extras' to find them.

From personal experience, the best themes come from the Xbox Live Marketplace. I've been using the 'Halo' theme, and it's awesome!
