You can recruit Mortis Engines by playing as the Vampire Counts faction. Once you have a Lvl 3 Balefire Hearth, you can build the Unholy Lodestone to unlock them!

Just level up your Vampire Counts settlement to the point where you can construct the Balefire Hearth. Then, build the Unholy Lodestone. Mortis Engines will be yours!
