Easiest way to get your hands on some musket balls in Terraria is to smash a Shadow Orb or Crimson Heart in your world. Doing this will usually drop a Musket or The Undertaker, along with some musket balls to get you started. After that, you can buy more musket balls from the Arms Dealer NPC, who'll set up shop if you have a gun and bullets in your inventory.
