Just play a bunch of matches! Ness will eventually challenge you after you've played a certain number of battles in any mode.
You can also unlock Ness by playing the World of Light adventure mode. He's one of the fighters you'll encounter along the way.
Here's a quick tip from personal experience: I unlocked Ness by beating Classic Mode with different characters. It was quicker than waiting for him to pop up randomly.
