To get a NOC (No Objection Certificate) in BitLife, you need to first serve in the military and then apply to go AWOL (Absent Without Leave). Survive long enough and you'll get the NOC!

Just go AWOL during your military service and if you manage to not get caught, you'll eventually find the coveted NOC in your achievements.
