If they're not moving in, double check your house's size. Too small and they turn their noses up at it. Think of it as trying to rent out a broom closet; no one's buying!
To get NPCs to move in Terraria, you gotta make sure you've met their unique requirements first. For example, the Merchant needs you to have at least 50 silver coins, and a suitable house. A suitable house needs to be fully enclosed, with a door, a chair, a table, and a light source. Also, ensure the house has background walls, not the natural ones you find in caves. Once you've got that sorted, just leave the area or log out and back in, and you should find the NPC has moved in!
Just build a house and have what they want. Easy.
Honestly, just throw a bunch of houses up, eventually, NPCs can't resist moving in. It's like building a shopping mall; they just show up.
