Just go to the Import/Export dock in San Fierro. You can snag an NRG-500 there as a part of the vehicle import/export missions. These missions unlock as you progress through the game, so patience, young grasshopper.

Easy peasy! Head over to the eastern part of the Los Santos International Airport, and you'll find the NRG-500 parked inside one of the airport's hangars. Just hop on and it's all yours.
