You can get the Oberon Chassis blueprint from Eximus units. They drop it fairly often, so just farm those guys!

Farm Eximus enemies across all missions. They drop Oberon parts, including the chassis, randomly.

Honestly, farm Eximus units. It's annoying, but they're the source for Oberon Chassis. Good luck!
