To get Observation Haki in the first sea, head over to the Upper Yard Second Area in Skypiea (also known as Skylands). Talk to the Lord of Destruction (aka Usopp) there, but make sure you're at least level 300 and have defeated Saber Expert. You'll need 750,000 Beli, too! Good luck!

You have to grind up to level 300, then go to Skylands and find the Lord of Destruction. Defeat Saber Expert first though!
